New Cloud Sighting

Went to see Munich by myself. Wonderfully awful. At one point, when Avner is encouraged to get out of the business but he still has the drive to finish and is confident in his skills, our friend Qohelet is quoted (without attribution): "The race is not to the swift, nor the battle to the strong, but time and chance happen to all."
The most famous line of the movie also sums it up:
Golda Meir: "Every civilization finds it necessary to negotiate compromises with its own values."
Is that a blanket disclaimer to be used whenever one wants to commit atrocities? Who gets to do the "find[ing] it necessary" and what are the criteria? Qohelet would appreciate the reality of compromise, maybe question the relentless pursuit of revenge, and certainly see it all as excruciating hevel.
